Question / Help Optimum Stream Settings

This isn't to ask "what is best for my machine. When I have access to my normal streaming internet, I have between 30-50mbps upload. My system is pretty fast as well, and can handle most stuff. 2.3GHz i7, 8GB DDR3, NVidia Geforce GT650M, and Intel HD Graphics 4000.

My question is, without counting any limitations of my system, what are the best settings, to optimize things on the viewer side. I am not partnered with twitch, so I dont get the quality settings for viewers.

What bitrate should I use? (currently 3500kbps)
What resolution should I use? (xbox is pushing 720p to the elgato)
Any other settings that will make it less likely to lag for the viewer? When I set the settings too high, I still am getting 60fps on my computer, but viewers that dont have as good of internet experience lag. Looking to make a smooth stream for as many as possible.

This shows how it was during my tests last night. http://www.twitch.tv/ohaple/b/407027866
Also, why does the stream video from the elgato look worse than the actual screen, or than it looks through the elgato software? Thanks guys.

The best thing you can do for viewers is to use a reasonable bit rate (3500 is fine, but on the high end of the "fine" spectrum) and enable CBR. With CBR on, your bit rate will stay more constant, leading to fewer bit rate spikes which can cause lags for some viewers.

The quality of your stream video will always be less than the raw source video since you're compressing the video quality in order to stream it.

Most games you should be good with 2500 bitrate for 720p60fps. Since you are also using a capture card and using the computer for streaming only, you can also lower the encoding preset as well and get more quality for the same bitrate.
