Question / Help Text for custom events does not scroll.

This could be a case of me enabling something incorrectly, but when I check the box for text events and then select scrolling the text doesn't move. it's possible this it not a bug and just a mistake on my part.

Go to the text source's properties and set the Scroll Speed value (in the upper left area, below Opacity) to something higher than 0.
