Question / Help Optimize settings

I just installed obs in order to stream on twitch.I clicked on the "Optimize" button to change my settings so that the stream is better.I need to know if this changed any settings in my pc like cpu settings, screen settings.

One more thing it changed my encoding.Does that apply only on OBS too?

OBS' "optimize" button does NOT affect stuff outside of OBS

AT ALL.
