What are the optimal settings for recording zoom meetings and creating voice-over tutorials? Currently an mkv file is being saved and an mp4 is being saved immediately after. Is that necessary? Should I make any tweaks to the default settings?

1. Run OBS as admin. Right click on the shortcut, properties, advanced, check box, ok, apply, ok.
2. Unless you absolutely need to capture Windows (desktop, taskbar, start menu, etc), build your scene with Window Capture(s) instead of Display Capture; that is a last resort.
3. Make sure the Preset is on Quality and the Profile on High. You can also try lowering the ICQ until you get the desired quality/size mixture.
You can disable the auto remux to mp4 in the advanced settings.
