Question / Help Optimal settings for my setup (CRAPPY STREAM QUALITY)

Hello !
First i want to apologise for my english which could be better.

My problem is that i'm searching for an optimal settings for streaming in OBS on Twitch, i know its been bilion threads about it but my setup is different and im having a very much problems with getting nice quality of my stream with no shuttering/lags

So my Setup is:
Intel i5 4690
8gb Ram (1600mhz)
Nvidia GTX 770 (by zotac)
and my internet connection is 20mb download 3,7mb upload (2,7mb upload on TestMy.net but the server was in Dallas im from Central Europe and got 22ms on Frankfurt DE twitch.)
What's suspicious i got a strange minor issue when analizing logs that my connect to server last 933ms and that this is slow. I don't know why because i checked JTV and it was like 17,18ms.

I stream mainly CS:GO.

Tried 30fps and bitrate from 3400 to 2800 but it was lagging my gameplay (ping drops) in cs go. I gone down to a number of 2500 and it still sucks, i know that with this setup i can get a decent quality of stream but after a long experimenting, searching web still gets very baaad stream quality. Looking forward for your help :)

I highly doubt bumping every two hours will get you a quicker response. I look for threads with no replies first then I go check ones that I can answer easily, then I check out the one that only have a few replies.

So you see, by bumping, you are actually going back in the que :D

back on topic.your settings are fine so I would 1. make sure you aren't watching a stream in a browser (or even have a browser open really) and also make sure the OBS preview window is not enabled. close any shadowplay or other recording software from even the clock menu...

other than that, this is about all I can see doing
