Question / Help Optimal Settings for CS:GO?

Hello,
I wanted to know what the best OBS settings are for streaming CS:GO with my setup:

• CPU: i5 3570K
• RAM: 16.00gb Ripjaws
• GPU: EVGA GTX 970

The stream would periodically freeze. For example:

Edit: OBS would periodically claim, "Warning! High encoding CPU usage! Consider turning down settings."

Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. Enable vsync or set a reasonable frame rate limit that your GPU can handle without hitting 100% usage. If that's not enough you may also need to turn down some of the video quality options in the game.

Vsync makes the mouse movement feel weird (a sense of lag), so that's not an option for playing CSGO.
Also, my fps is max at 300. I use to have fps_max 999 and I would get around 300-500 fps.
As for video quality, everything is set on low or very low.

I'm guessing you would suggest fps_max set to 150?

SOLVED: Applied a lower fps_max and the stutters/freezes have stopped. Thank you @Sapiens for the suggestions!
