Question / Help Optimal Settings for 11 MBPS Upload Speed?

Hello, I'm planning on streaming CSGO but my stream looks especially pixelated

Are there optimal settings I can use with OBS? I was streaming with x264 encoder with CBR and 1000 bitrate. I downscaled the resolution to 720P from 1080.

My computer settings:
Processor: Intel Core i5 6600 CPU @ 3.3 Ghz
16 gb ram
Nvidia GTX 960 4GB Vram

You had everything almost right but your bitrate and buffer are wrong. Set them both to 2000.
