Question / Help OpenCL=true wrong flag?

I'm trying to optimize my streaming setup for web because I'm trying to do a talk show format. It's an older computer, but it has openCL capability, so I figured I'd try it. From my tests it is not actually using OpenCL at all; MSI Afterburner shows OBS uses about 5% of my GPU, but when I run the OpenCL benchmark it runs at 100%. The LuxMark test shows my GPU is capable of above 1500 points, while my CPU reaches less than 500, so I feel like it should work.

CPU usage is unchanged, I did an analysis with Process Monitor and it might be 2-3 percent different, but that's not enough to notice. I tested a image slideshow, my webcam, and a kaleidoscope video from youtube using the Video plugin with pretty much the same results.

I've successfully streamed dark souls on this rig at 720p60 before so I feel like it still has some life in it, even though it's getting old. I had some frame drops when running google maps of all things though, so I'm trying to recover all the CPU I can.
