I've been struggling with this issue since the game released and none of the updates to the game, OBS, or any of the numerous suggestions currently available as solutions for others have worked for me.
The Witcher 3 runs at 40-50 fps on a mix of high/ultra settings with or without running OBS. When I run OBS, whether it's previewing, recording, or streaming to my Twitch channel, OBS puts out at 10-20 fps, sometimes dropping into single digits. I have tried many combinations of Witcher settings, even just plain turning everything down to minimum and it produced the same result every time. It ONLY does this for Witcher 3. I successfully stream at 60 fps for every other game I play.
I have tried changing the max FPS output of both OBS and Witcher 3 to 30.
