Only virtual camera as an option

I’ve been at this for four hours now and a little frustrated. My USB 3 HDMI video capture card shows up in my device settings in windows so it is recognized by my laptop. I have uninstalled OBS, reinstalled it, turned my switch and everything on before starting OBS, after starting OBS and nothing works. When I add the video capture, there is nothing in the drop-down menu but the default virtual camera.
i’ve looked at several videos on YouTube and nothing works.
i’ve looked at other videos on my version of windows, everything I am at a loss I am so frustrated.
if there is a fix for this please please please let me know.

If device not shown in OBS - either OBS Studio is blocked by security software (or insufficient access rights) or more often - the device is not DirectShow compatible and registered in the OS as VFW (or else). Right now, the OBS Studio supports only DirectShow devices via the Video Capture Device source (Windows).
