Question / Help Only streaming in 1080p/60fps

Hi

New to streaming on Twitch and I'm not sure why but the only quality option on the stream was 1080P/60fps. Really weird O.o

I am using the latest version of OBS.Live.

If this helps my specs are as follows:
Intel i7 4790K
NVIDIA GTX 770
16GB of RAM

Ideally, I want to be streaming with different choices of quality like 1080/30, 720p, 480p etc.

This is an issue on Twitch's side. Since Twitch doesn't have unlimited bandwitdh, they don't add quality options for very small streamers.
As far as i'm aware, X amount of viewers/streamers can have quality options and if you're not part of the "top" in that list, you won't get it. It's occassionally on my channel, whenever i'm consistently above the 11-13 viewer mark.

But honestly i'm not entirely certain, so please, someone correct me if i'm wrong :)
