have the problem only in euro truck simulator 2
rift and league of legends run fine with 25fps

What game are you capturing? Something is maxing out your GPU and leaving little room for OBS to work with. You may have better luck with window capture.

Or simply toning down the graphics in that particular game a notch or 2. Be on the lookout for shadows, reflections, indirect lighting, etc, etc, etc. Really cycle heavy settings that if you tone them down a bit won't really make the game look all that much worse but will give you a lot of breathing room to work with.

Might be a problem with that GPU being overloaded, as the slowdown appears inside resource copying. That's a pretty old GPU...are you considering getting an upgrade?
