Ok so im trying to use bannana voice meter to seperate music audio from twitch vods in obs.. Im not a moron when it comes to computers. Ive spent 5 hours trying to figure it out. ive followed 5 different youtube videos and everything seems to be working the way its intended.

HOWEVER i use Ndi plug in to duel stream onto another pc.. Im wondering if ndi is the issue? since the way it works is my pc sends everything to the other pc. Does the other pc just receive the audio as 1 piece? so even though im splitting it on my main pc it doesnt matter??

That is correct.

NDI sends the final audio mix (1 stereo audio track).

However, since you are using Voicemeeter, you can use the VBAN feature to send the music through that and recieve that on a seperate channel on the stream PC. It does require you to have Voicemeeter on both PC's, and a bit of tinkering with the setup to make it run smoothly. Also, use a cabled connection. Wireless is too unstable.
