So let me start with this..

I run an 2ndgen i7-3820 @3.8ghz
16 GB Ram
SLI GTX 550 Ti

My download speed is 55mb/s , my upload speed is 10.50mb/s

I cannot stream CS:GO in 720p even..

I am thinking about upgrading to SLI GTX 660 Ti
Will that make a difference in streaming quality and not making my FPS go to complete shit?

OR

Do I have to dumb down my resolution on almost every game to stream it..

I have to dumb down my resolution and graphics on most games..., this was a log from 9/11, I streamed WoW and I think CSGO that day

Don't use the "fast" x264 preset, leave it at "veryfast". That is using a lot of extra resources that you don't need to be spending there, especially at 60fps.

Also, make sure you update to 0.554, which is the latest version. 0.553 accidentally disabled the auto-updater, so you have to update manually from the downloads page.

Finally, if you really want to stream at 720p but still can't, drop to 30fps, or even 48.

If you do decide to do an upgrade, don't get an SLI setup. SLI/Crossfire do not play nice with streaming. SLI/Crossfire in general is pretty prone to problems, to be honest.
