OBS works great, upon first boot up... If I close it and restart it, I get framerate lag...

this is a wierd one, but it's been like this for a few weeks now.. If I start up my machine, launch OBS, all works fine. If I shut down OBS (either through File > Exit ) or the red "X" close button, and then restart OBS, it is as laggy as hell. the stat monitor shows noticeable render lag.

OBS version: 27.1.3 (tried the latest 27.2 version in the hope of it fixing it, but NVENC stream error popped up!)
Win 7 - 64-bit
i7/24GB
GTX970

Maybe OBS isn't shutting down properly? or I need to clear some cache files out in the temp folder or Appdata/Roaming folder?

Any ideas on why this is happening.. log below. I stream full time as a musician, so getting a bit frustrated with this.

Here is a screen shot of OBS running and the stats showing what happens. this resolves itself if i reboot, and open OBS for the first time, but on the 2nd, 3rd etc.. time this problem occurs. To add to this, simply moving the source "arrows" Up or Down to move sources, makes the frame rate drop from 30fps to 24, or 25fps, with no CPU hit!

UPDATE: I can confirm that there is a bug in v.27.1.3 of OBS. After trying everything possible, I've gone back to v.27.1.1 and all is working nice again. For win7 users (don't flame me! lol) I can recommend 27.1.1. and avoid 27.1.3.
