OBS won't take all my bandwith

Hello, I'm french so excuse me if my english is bad.
When I run a speedtest on my computer, it is noted that my bandwith is approximatively 121 310 kbps but despite that when I launch a stream it hardly gets to 3000 kbps and stays at approximatively 1500 and I lose a lot of frames (50-60%).
Does anyone know how to fix this ?
Additionnal info: I stream from the Reunion Island (near South Africa) could that be part of the problem ?

just because your connection to speedtest.net will handle that much bitrate, it doesn't mean your connection to your chosen streaming service will.
