OBS won't save recordings if replay buffer is on

I tried reinstall OBS, playing with its settings and save location as admin but nothing worked. It worked fine for years until like a couple of days ago. I haven't update my GPU drivers or anything in the past few days either so I am unsure what's causing this. It just gets stuck at "Stopping recording..."
