Bug Report OBS won't run even though graphic card supports DX10

It says it can't initialize DX10 on an intel integrated graphics. I ran dxdiag, and it confirms it. Also, would it be because I set my style to be the Windows XP style (Luna, which I moved from a REAL XP. crazy right?)
First, it says it can't initialize DX10.
It says 3 things that might be causing it.
1.) Your GPU is not supported (DirectX 10 is required)
2.) You're running Windows Vista w/o the "Platform Update"
3.) Your video card drivers are out of date.

It also mentions if you're using a laptop w/ a specific graphic card you have to do something, however, I am on a 64-bit PC.
dxdaig says that the GPU supports DX11.

Please help. I have another PC that I use that has AMD and it works there.

Just because you have the DirectX runtime (which is what dxdiag is telling you) installed doesn't mean you have hardware (or drivers) that support DX10.

Your GPU doesn't support DX10/10.1/11 (it barely supported DX9). Please upgrade your system to one that has proper DX10.1+ support.
