Question / Help OBS won't recognize "runtime components" that're installed and will not proceed with installation?

Eh..so I just built a new PC, was super excited to start OBS, realized I was a dummy and didn't copy the files from my last computer before I wiped it. Darn. So I come here, download OBS but see that there are a few options now...there's the OBS w/ browser (am I to assume this is CLRBrowser?) normal OBS, and the Studio OBS.
I tried to install OBS w/ browser but it keeps telling me that my system is missing runtime components that OBS requires. But..I've already downloaded and installed them. The regular version of OBS works fine, but I can't get the CLR Browser to work anymore. I'm..really confused.

Trying to get the install on Win7, if that helps.

Edit:
I am a complete dummy. Just tried using the .zip files, got an error for a missing .dll. Downloaded DirectX and we're all good to go. However- still unable to use the installers. They keep redirecting over to the C++ Redistributable 2013 even when it's already been installed. Curious.

So R1CH I installed obs and the runtime components. After installation, I deleted the runtime component files in my downloads, but OBS still launches. After installing OBS, do I still need the runtime components?
