OBS Won't Open No Matter What

Hi guys!

Yesterday I had an issue while streaming Diablo IV. I tried to close the game to open another one, my OBS froze, it took a while to come back up and when it did, the delay was enormous, so I had the brilliant idea of closing the livestream and reopening it. OBS stopped working, I couldn't make it open back up again and I noticed I had an windows update ready to install, so I thought it could be a good idea to reset my PC and install the update at the same time, so I did.

When windows came back up, I had an NVIDIA update to install as well, so I did.

Since then, I can't open OBS anymore for some reason. I have scoured the internet looking for similar issues and nothing I read helped me. I use OBS portable and the backup I have works normally, the only difference between them is that I use my main instance of OBS in portrait mode on a vertical monitor.

I'm thinking the problem could be the encoder for some reason, but I'm not sure where to find the config file or how to change it so I can test.

Solved by Penwywern at the obs discord server:

"bit of a shot in the dark but try the following : go to the folder described below. Open the file named "global.ini" in a text editor, delete the line that starts with Path64bit under [Python] and save the file."
