Question / Help OBS won't detect HDMI to USB 3.0 video source

I'm trying to use a USB 3.0 input as a video source through OBS. I have installed the drivers successfully, but I can't get OBS to detect the video source.

Don't have a log to post, since I haven't even attempted recording yet.
 
Its actually an 8mm casette camcorder VCR outputting through RCA into an HDMI adapter. When I plug that HDMI into my monitor, i can view the tape normally, however I want to capture it. So I have an HDMI to USB 3.0 adapter. I installed the driver for the device, but OBS doesn't recognize it.
 
This usb-to-hdmi device is meant for output. It is like an additional graphics card that you plug into your PC. You use it to plug in an additional monitor, if you need an additional external monitor but your laptop or desktop pc doesn't provide an additional monitor connector. It's not possible to use it as input device. It cannot capture video from a hdmi source into the PC.
 
What is the best way to capture an HDMI input through OBS? I have an HDMI port on my z97 motherboard but i assume that is only an output as well
