obs won't capture 2nd monitor accurately.

Here's my problem.
I have obs running on my computer monitor and a PlayStation
emulator "EPSXE" running on my 2nd screen which is 70" 4k tv.
the monitor has a 144 HZ refresh rate and the tv only 60, if that's relevant.
when I try to capture the emulator, obs will capture my webcam perfectly
but the emulator isn't just a still image that only moves every once in a while.
is there a way to accurately capture what's happening on the 2nd screen at the proper refresh rate?
Here's my log file that hopefully displays the issue.

1. The new Windows 10 Hardware-accelerated GPU scheduling ("HAGS") added with version 2004 is currently known to cause performance and capture issues with OBS, games and overlay tools. It's a new and experimental feature and we recommend disabling it via these instructions.
2. You are running the 32 bit version of OBS on a 64 bit system. This will reduce performance and greatly increase the risk of crashes due to memory limitations. You should only use the 32 bit version if you have a capture device that lacks 64 bit drivers. Please run OBS using the 64-bit shortcut.
3. Run OBS as Admin. Right click on the 64-bit shortcut, properties, advanced, check box, ok, apply, ok.
4. OBS Settings, Audio, Set Sample Rate to 48 kHz
