OBS window frame hidden on second monitor, can't move/resize/minimize app

I have a strange issue where obs is on my second monitor but it's kind of full screen but also not. It looks full screen but I cannot see the top of the window where the minimize restore and close buttons would be. If I try to use windows snapping to snap a different window, obs isn't even an option to choose which other app I want to snap side by side with. "Always on top" is not selected. I don't know what else to do.

 
I feel like this is probably a bug that should get fixed because even after updating to 27.1.3 it still didn't do anything. I ended up closing all programs on the second monitor, then disconnecting the second monitor and launching obs which forced it to open on the primary monitor, and now I got the window border back

This looks like the fullscreen mode within OBS, which you can toggle with F11.
 
That's exactly what it was. However, there should be some way to toggle that via drop down menu for people that have no clue about this or what hotkey would toggle that.
 
It's View->"Fullscreen Interface (F11)".

F11 became a common fullscreen toggle for many apps in the last years - I would say this should be common knowledge these days, just as the print screen key, cut+paste (ctrl-c/ctrl-v/ctrl-ins/shift-ins), undo (ctrl-z), close app (alt-f4) ...
