So my issue is that when using windows explorer I noticed it wasn't as responsive as it normally is. things like moving the mouse over files in a folder; the highlighting box would normally react immediately. Now it's stuttery and skips some. The video hopefully shows what I mean, the video is rendering fine at 60 fps (watch the mouse) but obs window is drawing at low fps (look at the audio bars). This slow draw rate is hurting explorer.exe cmd.exe etc etc too. Games seem to be unaffected.

Running portable and I only noticed it after updating to 26.0.2. log attached.
Any ideas! it's horrible when your PC feels sluggish....
