OBS will only load once - to get it to load a second time, I have to reboot!

Hi everyone, me and my girlfriend are both streamers,

Back in 2020, I built her a little win7 16gb 4th gen i7 build with a 1050Ti windforce card in it, in 2021. Pretty much everything was running smooth, I'm pretty good on making sure I don't update anything once it's all working right.
This issue has been going on for months now, and after much testing, and trial and error, I've found the following problems, which, at least on this machine, i'm able to replicate.
I'm posting this up as a last resort really, in the hope someone can come to our rescue.

1 - OBS version 27.2.4, or OBS Version 27.1.1 on windows 7 (Yes fully aware it's deprecated) if I load up OBS it works fine. If you close it off, and go to launch it a second time, it sits in the system tray. it isn't hiding, it just doesn't launch.

2 - the only way I can get it to launch is to remove the scenes/profiles folders, then it will launch all the time no problems. if I move the scenes/profiles folders back again (after deleting the new ones OBS makes) OBS will launch, but it hangs, and freezes up, and simple crashes. Again, a reboot, and it launches absolutely fine. there are no browser-source.exe's running in the task manager.

3 - earlier this year, we were getting huge CPU spikes in OBS, it turns out we had to uncheck the "enable hardware browser accelereation" I know it's meant to be on, as on my other two PCs (win10 64gb ram 10th gen i7's, running OBS 27.2.4) it runs fine.

4 - problem is, enabling browser source hardware acceleration renders things like Streamlabs Chat, Alerts etc, useless, they simply will not show up inside OBS as browser sources, nothing will.

5 - my hunch is that by turning off browser acceleration OBS simply crashes at launch, or simply doesn't have the resources to launch. But it's weird that a reboot solves it, and we are able to launch OBS one time only!

6 - I've tried re-creating the scenes from scratch, re-installing, trying different versions (27.2.4, 27.1.1) nothing seems to solve this.

is it perhaps a GPU related issue? we all use 1050Ti 4gb windforce cards, but not the latest drivers. I should point out, that unless we get problems, we never update anything, or update the GPU drivers.

of course, just getting a new MOBO, CPU, MEM would obviously solve the situation, but as the sources and scenes are all backed up, it would be great to solve this by adjusting nVidia GPU settings, windows settings, removing/deleting the obs-studio folder, and the obs-studio appdata/roaming folder maybe?

any help, however small, would be greatly appreciated.
