Question / Help OBS while on second monitor causes game to be choppy

So I have been trying to stream to twitch and I noticed that when i stream rainbow six, If my OBS is on the second monitor it cause my main game to look like its running 60hz and get all choppy when I am getting 150+ fps in game? Any help?

I'm having a similar issue. A game I know I can get 145 fps on all of a sudden drops to 60 in game and looks choppy on my OBS. Weird thing is that some days it actually runs fine. I cant seem to find whats causing it. All usage is way below 100% on all components.
