Question / Help OBS was working fine yesterday. Having issues now!

Watch out this is long!

System Specs:
Intel i7 4790k
MSi Z97 Gaming 5 Motherboard
MSi GTX 970 4G Graphics Card
16GB RAM - 1x HyperX 8GB; 2x GSkill 4GB. All 3 running at 1866 MHz.
SSD (boot drive) M.2 Samsung 850 Evo 250GB
HDD (Storage and recording drive) 1TB 7200rpm
OS Windows 10

I am recording (not streaming). I am using 2 instances of OBS to record my Webcam and Gameplay separately. Log files for both instances below. I also added the analyze things.

So allow me to explain how this all happened.
Yesterday morning my PC blue screened with the typical "IRQL_NOT_LESS_OR_EQUAL" error. I immediately knew this is a driver error and that I should uninstall and reinstall all my drivers with the latest versions. So I did that. I also found a BIOS update for my motherboard, so I did that as well. Everything was working fine after that, no issues nothing. Then it came time to record a video. But something was wrong. OBS was throwing "High Encoding" in red text in both instances of OBS. And the game (Amnesia) was laggy as hell! Under 20 FPS. I stopped the recording and looked at my settings. I hadn't changed anything in OBS since the last time I recorded. So the issue must be my drivers since that is all I changed. I tried installing the drivers I had before I updated them. That didn't do anything. I rolled back to the older bios. That didn't do anything but erase all my BIOS settings which I had to reset. I tried lowing the settings in OBS. But nothing at all ever works. Even lowing both instances of OBS to 480p doesn't work! I've tried setting my Webcam instance of OBS to x264 instead of QuickSync but that seemed to make things worse. What has worked though is only running one instance of OBS. Only running my Game instance of OBS works flawlessly.And only running my Webcam instance has the same results. But when I run both they refuses to cooperate. This has worked just fine for the past 8 months so I don't understand why it isn't now.

I'm now gonna go through the log analyzer with you.

Webcam instance:
"Multiple video cards detected"
I am using quicksync so this should be normal.
"VBR in use"
I'm recording so shouldn't be an issue. . . ?
"Excessive bitrate"
Was never and issue. Might be now somehow?
"Skipped frames detected"
Never had that issue until now.
"1080p Capture Device"
Never and issue.
"Bad resolution / FPS / bitrate combination"
Is there? Please look over my settings for issues.

Game Instace:
"Monitor capture detected"
Excuse me? I'm using game capture. Is there a bug and it is for some reason using monitor capture instead of game captue?
"Monitor capture with Aero enabled"
Again not using monitor capture! Also what is this about Aero enabled? This is Windows 10 did I somehow enable Aero?
"Hook conflict detected"
Ermmm. I guess I'll have to try that. Will edit.

Check my settings please!

So now that I have alllllllll that out of the way. Please look at the logs and help my pinpoint the issue. Thank you!
