Question / Help OBS Virtualcam sometimes there in Chrome, sometimes not

I know that OBS Virtualcam as a directshow cam, doesn't show up to some programs like Skype for Windows 10. However, inside Google Chrome, I have found that on one machine, it shows up, and on the other (a more fresh install) it doesn't. Should be latest chrome, machines are running Windows 10. It tends to show up to Firefox and Brave. So what governs whether the browser and webrtc can access the virtual cam or not?

I saw this same behavior on any version of chrome. Tested this on edge and it works as well. A little odd that one computer it works on chrome but on some computers it does not and when it does not, switching browser to Firefox or edge seems to work.
