OBS Virtual CAM not working on Chrome, Firefox, etc. no other program using virtual cam

Much like the title says, My friend and I can't figure out what the problem is with the virtual Cam & using Twiotch's stream together thing.
We've tried Administrator mode, Unplugging plugging back in, restarts, you name it. No other site or source seems to help. Attached is the latest log, any advice?
