OBS Virtual Cam not available on TikTok Live Studio

I already reinstall the virtual cam, check updates for TikTok Live Studio and OBS. Nothing worked. Previously it worked well but when I had to factory reset my laptop and reconfigure everything it didnt work. Been searching the whole internet for a solution and none work. Anyone with a solution?

I am having the same exact problem. I have met the requirements for Tiktok Live Studio and it OBS Virtual Camera is showing as 'not available
