OBS video feed freezing near start of livestream

a much better day today with a couple more issues left to solve.
-did adjustments on items related to dwm desktop windows manager and chrome to reduce the resources used up on GPU was successful. Todays' livestream was showing usage thru task manager on cpu (17to 45%) ram (30%) and gpu (41-53%) so a better balance and no freezing whatsoever. DWM usage was steady at around 11-14% of gpu where before it was two to three times that much.
Would prefer streaming at 720p30 but blackmagic sdi micro converter only allows a 720p60 feed (or 1080p30) so sticking to the 720p60 for now.
The issue to deal with now - though my output bottom bar on obs shows 60FPS going out - my video capture device source is defaulting on properties to 800 x 600 at 30fps when you look at the log. This is thru device default option - I am hopeful (?) if I choose custom settings in properties and put in the 720p60 (works under the device specs) I it will work now. I also get a black screen (no camera feed) at times when I first open OBS(feed comes back when i remove capture device and add it back in as source) so need to take care of that as well now that my cpu ram and gpu usage wont get in the way.

As for video input and streaming: Just because your video input is 720p60 does NOT mean you need to stream at 60fps. My NDI PTZ camera sends 1080p60, but I'm only streaming at 30fps as no reason for higher. Granted that does mean dropping, essentially every other frame, but the result will be less video encoding for your laptop. OBS will most likely (not my area, so I'm only guessing) have to render all of the incoming video (unfortunately), but considering your utilization rates, I'm guessing dropping to streaming at 30fps will improve matters and streamed video quality overall

As for your camera and capture device.... good luck. What did the vendors suggest when you called their tech support?
Previous mention was Startech capture device, and this last post indicates a BlackMagic SDI to HDMI adapter. So do I have this right

- if yes, now that you have addressed other issues, I'd consider testing/trying 1080p30 input from camera, and streaming the same
- And if you continue to have video input issues, I'd consider testing a matching SDI to USB connection (ie either BlackMagic or StarTech... I'm assuming there is some finger-pointing, or incompatibility, or ?? between the two devices?? ). Or is it a PEBKAC issue with rushing and not confirming each device in chain is properly handling new settings?
- and of course, whatever you set you BlackMagic adapter to, make sure you've adjusted the cameras output to match and followed vendor guidance on making sure that resolution and frame rate change is handled properly by various devices (I won't be surprised if there is a certain sequence of changing Video Output setting on camera and then each adapter in turn either power cycling or ?? to make sure it registers new value and passes along the same to next device in the chain. That includes recognizing OBS default exclusive use grab on sources, hence sometimes needing to exit OBS to change things. I had that recently with OS settings on mic input not taking and needing to exit OBS to resolve. This isn't an OBS problem, but more user error in forgetting OBS default behavior)
- And then this may be a case of needing a specific power on & connection sequence (for example, power on camera, wait X, then power up laptop? maybe need to disconnect/re-connect USB capture device before/after laptop power-on? ??? there are a number of possible sequences. Hopefully you can find the correct and stable one
 
good morn - just wanted to publicly thank those that helped me get thru a steep learning curve on livestreaming and obs...my main issue has been solved.
It was a defective Startech video capture card that took awhile with their support to convince them of that- but once they had remote computer access and also couldnt get the card to work- a replacement card was on its way. 3 livestreams later and so far so good! Thanks again!
Now to deal with some audio reverb issues lolol

Congrats on perseverance. and best wishes on, once you have a chance to recover from getting to this point ;^), of being able to focus now on improving the presentation/stream. I had the similar challenges when I started almost 2 years ago with not uncommon glitches mid-stream. Now those are very rare, and focus instead of viewer experience... [like audio]
