Transcoding options are completely controlled by Twitch. OBS' side of things has no control over them.

That being said, if you're exceeding twitch's stated limits for your settings, that can affect your ability to get transcodes. Having your bitrate above 6000 does increase the chances that twitch will deny your viewers quality options.

It's on the image you posted and as you didn't posted a log file, that's the only true here.
For non partners you have to set 6000 kbps at max. This also causes this issue.
Finally, if Twitch for whatever reason don't provide the transcoding it's an issue of Twitch and not OBS.

Transcoding is not affected by obs/encoder settings.

Twitch regulates this. For beginner streamers, transcoding is very rarely provided (if there are free server resources). Companion priority. Always for partners.

I do not recommend setting the bitrate above 6000 kbps unless you are an affiliate/partner as you will almost always not have transcoding and potentially lose viewers who have slow internet. Or they may complain about stream buffering.

If you are a companion, you can specify a bitrate of 8000 kbps. Ideally, make sure the stream is being transcoded.

In addition, your stream is either immediately transcoded or not. You won't get it over time. You can also change the bitrate in OBS while streaming.

I am a companion and transcoding is rarely missing. This only happens when I take long breaks from streaming or when I'm streaming during prime time.

You can see your status in your personal account / statistics / achievements of the author.

Strive to become a companion, this is enough to not think about transcoding.

it was more a ? which will be more about ADV setting and the color / colorspace
whit after the V28 have HDR if this can or is a error whit or can create challenges for "Transc"

but probably already know what it has been as you say = "I am a companion and transcoding is rarely missing. This only happens when I take long breaks from streaming"

when i just ben away for 4 week's
