So this is pretty easily replicated. The following example is with an image, but it could be any menu, from filters to text options, etc.

What you see in the video below is me loading OBS, attempting to load an image, unable to "OK", I drag it to the left of the screen, and when I drag it back from the left of the screen, the dialogue goes away an my image is there.
At this point, I can click nothing in the app. It's not "Not Responding" according to Windows, but it's not responding to any of my input. It then seems to freeze my desktop when I pull it to the left of the screen again. I regain access to my desktop when Alt+Ctrl+Del > Task Manager, but OBS is still unresponsive to input.
I'm using a laptop with no other monitors plugged in. I have a Focusrite Scarlet 2i4 USB interface as my primary sound driver. Other than that, nothing out of the ordinary.
This has persisted through multiple re-installations and even a complete format of the hard drive.
The logfile from the session recorded above is attached. Merry Christmas, lol.
