I really like the first parts of your guide, every guide should have this just to make people realize that speedtest is actually crap... But like you said while most still holds true, the part about the resolution and dxtory and stuff really needs to be changed, you also should mention that quality=10 IS NOT the "best" option for everything and sendbuffer is now on default off and should stay off, but really it shouldnt do anything anyway now.

But overall a nice guide, just a bit dated. :)

Whenever I attempt to stream, the bar under the speaker icon in OBS keeps increasing. Any idea as to what is causing this?

The bar is just the volume of the sound you're outputting to your stream. The speaker icon is your system audio and the microphone icon is your voice.

I know that, but the sound output of the stream keeps increasing, and I am unsure as to why it is increasing.
