Question / Help OBS Twitch streaming problem with bitrate

when im streaming and on desktop( i got 3000-3200 kb uploud speed, I put 2000 bitrate) so its all working fine, but after some time bitrate goes down to 1500~ and stream is stuck and slow..
what can i do??
i have
i5 2400
r9 390
8gb ram

@followrb use this tool for your region and post a screeshot of the results.

also post your OBS logfile from the session when you had the drops.
