Question / Help OBS - Twitch Streaming and Bitrate Question

Hello everyone. I'm streaming on Twitch since last year. And after something(they changed something with servers and it effected some of us badly) having problems streaming on Twitch. I didn't change anything and somehow my stream started to dropped frames. I think it's about Twitch servers because I can stream at Hitbox.TV 720p @60 fps. But you know guys Hitbox is not a place where we want to stream. So I tried to lower my bitrate from 2000 to 1700-1600. The question starts here. If I can stream at 1600 bitrate why should I make it 1700? I mean what is the difference. The quality gets better when I make it higher? Or is it for viewers?

And one more thing:

When nobody stream (late night, early mornings) I can stream how I want to stream like 720p @60fps with high bitrate etc. But when it's evening or time that everybody streams, it starts to drop frames. I think it's about me and their server center or data center I don't know what it is :) And probably they can't change something for user-basis, if they could change something I think it would effect everyone.

The quality between 1600 and 1700 is very minimal, and with that bitrate expect less quality of your stream compared with 2000 to 2500 bitrate. It won't hurt your viewers whether you choose 1600 or 1700 as long as it won't drop any frames while your live. And last but not least don't try to stream 720 @ 60fps with that low bitrate because it will look crappy. I would go for 720 @ 30fps at max with that bitrate settings.
