OBS suddenly not able to send signal to YT

Hi all, when i start streaming in OBS studio, i can see on Restream dashboard - under youtube will show "sending signal..."
then few seconds later, the right side of restream dashboard which is a streaming display, will show "offline"
the under youtube, goes back to "offline"

this only start happening since last few days and i havent change a thing, no updates, no new installed stuff, no changing on settings.

Any help is appreciated and let me know any more info you need to help me.

I just tried connecting OBS to Youtube directly. it started the stream but goes offline straight away.
on OBS Studio, bottom right corner where show uploading (green square) is 0

ok i manage to get it working by reinstalling OBS. but now my stream is really laggy. and chopping frames.

ok after a few try... OBS stop sending signal again. like after 5 second the stream starts. then it stopped.
