Having a strange issue in regards to streaming or recording my gameplay on consoles. Basically the video will stutter every 3 seconds or so before jolting to the current frame. I have an Elgato HD60 Pro that worked perfectly on my previous computer. Issue started after I installed it into my new computer I built. The capture card works fine because when I run it in Elgato's software I don't have this issue. Tried looking up over postings about this but all of the ones I could find either had no answers/solutions or the ones given didn't apply to my exact issue.
