OBS Stuttering while recording 4K 60 fps

The game runs perfectly smooth at 60 fps with no frame drops or stuttering, lag or any kind of issues. But my OBS preview window and the resulting recording are both stuttering. Checked after and the stuttering is in the same spot as it was in the preview window.

I'll mention that this is a brand new PC build that just arrived today, so I am not sure what can be wrong here.

OBS settings for recording (Video Encoder is NVIDIA NVENC AV1):

My system info (1 TB SSD with Windows and apps, and a 2 TB SSD where I only record):

L.E.: I just noticed that the RAM were not running at 6000, because I forgot to enable that setting after updating BIOS. I did enable and re-tested and no improvement.
