That logfile does not contain a livestreaming session; we need a log from one where the issue is occurring to be able to diagnose the problem.

From the logfile though, your settings appear correct. This may be an issue on YouTube's side. They re-encode everything sent to them, so if you are not providing enough bitrate per their specifications, they may have not made 4K available even if you are sending 4K. It may also simply take extra time for the 4K video option to appear on their site.
This does appear to be a YouTube issue though, not an OBS issue.
