Question / Help OBS Studio, Why?

So I'm fairly new to OBS. Specifically OBS Studio, my preferred version. I'm trying to stream DOOM (2016) to my huge audience of exactly one viewer, when I notice my game starts lagging. I'm a version behind at this point so I upgrade. FPS gets worse... So I Google it and come across the every usual result. Change x264 to NVENC H.264, check, Dual Monitors at same refresh rate, check, trying the OBS window on the same monitor as the game, check, and nothing (by which I mean CPU usage, RAM, etc.) is not rising over 50%. Then, I notice than when I click off of my game, streaming or not, my game boosts up to 60+. That's weird, when I have my game selected, I get 14 to 25 FPS. I'm confused on the issue and was wondering if the community could help out a little. Also, nVidia's GeForce Experience says my game runs at 40-50+, but the in game FPS counter says 14-25.

EDIT 2: Booted it up today and now it's only doing 1 FPS...
