Question / Help OBS Studio Webcam Frame Skipping

I checked the temps and the Highest was CPU package at 39 C
The rest were below 30 across the board.
Here is some game footage I recorded.
as you can see the stutter is very high, but it displays fine with OBS off.
The stutter comes into play when OBS is running.
Also the log of the session that recorded it.

Log shows:
10:46:53.774: [game-capture: 'Game Capture'] init_hook_info: user is forcing shared memory (compatibility mode)

That might be the cause of poor performance. In game capture, turn off multi-adapter compatibility mode as you only have one GPU (Graphics Processing unit)

I just tried it and no change sadly.
It might be an issue with the graphics card?
How would I check that?

I'm seeing more and more people here with FPS and frame rate issues.
Could this be the result of a windows background update?
 
Make sure that your disable or uninstall the nVidia GForce Experience app. That software adds unnecessary burden to the GPU. We've seen a lot of issues using it in the vMix user community.

Look.
EVERY GAME now has frame skipping even with obs off.
there is something wrong.
the highest GPU usage I've seen while both a game and OBS are running is 60-63%
I have tried EVERY suggested set of settings suggested in this forum in the past 48 hours.
NOTHING has changed anything in the slightest.
the game stutters, the webcam (regardless of res) starts skipping if any other program is running.
This suddenly started happening at 1:00am on DEC 25 2017.
I'm not trying to be rude, but this is ridiculous. I've counted 20 FPS issue threads in the past 48 hours all reporting it 'suddenly' starting.
There was a windows module update on the 24th, could that be a factor?
Please help.
