Hmm. Is that log from the recording session that produced the linked video? That almost seems like the Windows 10 AU issue on AMD, but without any logged error messages. What AMD drivers are you currently running? If possible, you should try to update to at least 16.10.2.
Try updating to OBS Studio 0.16.5. You may also want to consider making use of the AMD AMF encoder plugin to take some stress off of your CPU (Overwatch is CPU heavy). If you do that, make sure you check the plugin version and update it if necessary (the plugin has its own update cycle, so OBS Studio does not always ship the latest version).
