no way Suslik,HT doesnt have such impact. i have 6600k which is ~15% faster than OP's cpu and i have 6% load on his setting on display capture. theres something really wrong with this pc or setupThis cpu multi-threading disabled, I think.

I suggest fr-043 (it is free, has constant input, uses 3d-graphics and cpu - like any game does, not optimized like many indie games) as input and 1280x720@30fps veryfast x264 preset for OBS Studio during the tests. If you have Overwatch application then you can compare. Otherwise - no way out, we stuck at this point forever. I have completely different hardware. im having a hard time believing 4690k gets 90% load with x264 ultrafast, looks very suspiciuos to me, imho its not possible on healthy pc, u need to look for a cause. slap fresh windows install - no upgrade, and install properly dxwebsetup and visual studio libs
anyway you should:
1. oc this cpu http://www.overclock.net/t/1411077/haswell-overclocking-guide-with-statistics and make sure windows runs in high perf mode
2. use QuickSync in your CPU
3. 2 is possible without 1 ;)
use 64bit obs
make clean obs profile and dont add this mp4, just pure game capture, or display capture

I already reformated my PC and am using 64 bit version of obs studio how do I use quicksync? I don't think I need to over clock it.

tried installing it comes up with an error and says "this computer doesn't have the minimum requirements to run this software" bit I did install the chipset fine
