Question / Help OBS Studio High Encoding Windows 10

I use OBS studio latest update 0.14.1 with browser. I used to be able to stream at 2500kbs 720p 30fps flawlessly but when I try to stream overwatch it lags and buffers also dropping frames and getting high encoding, happens in other games as well.
I have a i5 4690k, 8gb ddr3 ram GPU xfx r9 280x I had no problems streaming games like dragon age. but when it comes to overwatch can't handle it. game runs perfectly no lag but cannot stream it. I tired lowering quality and bit rate and raising the CPU preset the the fastest still says high encoding. Internet is stable with aprox 27 down and 7 up
can you please help me fix this!? I've also tried the latest original obs same problem.

Your i5 can't seem to handle Overwatch and encoding at the same time.

How come people with the same i5 as me have no problem streaming the game or is a flaw in my i5

Perhaps your cpu temperatures are too high, causing it to downclock.

This makes sense ill have to check it out. Right now I got a cosair h60 water cooler might be loose or need to upgrade.

Absolutely.

And try to use HW encoder if any available.

Use a program like HWMonitor to check.

You'll get ~75 C at full load (~7-10 min). Let's check it!

how do I do that? I changed my encoder to amd video and it works great. but if my cpu is too hot than should I buy a new water cooler?

Try recording and monitor the cpu temperatures.

CPU of course. Why you are using scenecut=0 but not disable b-frames? Ultrafast preset done it automatically as I understand.
