As far as I understand, you need video driver installed (GeForce 9 series, Windows 10 64-bit,

Hmm... What video are you using? Because only generic video driver is installed. I suggested you 9800 card driver because OBS Classic detects that video card by your logs. And recent Studio log says that only generic driver installed. Maybe you need to restart your PC after driver install?

I did install new driver, restarted pc and still problem is not fixed

Then you are running OBS Studio in different environment, maybe sandbox or so. Antivirus or virtual machine. Are you sure that video driver properly installed?

Yes, I did download it from NVIDIA, and if it wouldnt be for my video card, NVIDIA would recognise it. And no, no sandbox/virtual machines/antivirus just clean obs studio install and windows defender.

Can you even open NVIDIA Control Panel?! The log says that the device enumeration fails to recognize your NVIDIA card and thus you have only one Microsoft's 'basic' renderer.

yes, I can, I can also play games on it, everything works perfectly except obs studio (i tried reinstalling it multiple times with using uninstaller programms who clear registries and other leftovers)

Then Your OBS installation broken (maybe you lack access rights to the destination folder). Possible solution: uninstall application, restart PC, make sure that destination folder was removed, install it again (https://obsproject.com/download).

If few files were broken, then you can try to force Updater for your installation (close/terminate obs first): OBS won't start, only visible in task manager
