Question / Help OBS Studio capped stream upload

I dont know why but not mettering the number i choose, i always a low latency at obs studio...

OBS: Yes, i do have a good internet.
OBS²: I do not have problems with OBS Classic
OBS³: Ive alreadly tried to unistall, it didnt work.

I dont understand... The OBS Classic works normally...

This fixed my problem but it starded again... Does someone know what to do?
