OBS Studio can take several minutes to launch

Sometimes it opens in 10-15 seconds, other times like yesterday during the logs below, the first one took up to 5 minutes to launch.

This is a freshly reformatted Windows 10 PC with a AMD Ryzen 7 3800X with RTX 3070.

Those logs all show no more than 4 seconds to start up (see the timestamp at the start until "Startup Complete").

OBS Studio appears in task manager during this time, but the interface does not show up. If I try to click the OBS Studio icon again, it says it's already launched. After 3-4 minutes the UI appears.
