You don't have to limit it to 60 fps, unless your monitor is 60 hz, first try to limit the fps to your monitor's refresh rate.

I thought I already tried this, but I'll give it another shot to make sure.

I typically like to have my frame rate in CS:GO capped at twice my monitor's fresh rate (288 FPS), as it looks the best to my eyes. IIRC, most Source games are capped by default to 300 FPS.

Edit: Capping the frame rate to 144 FPS doesn't work for me either.
