OBS stuck at stopping recording after updating to W11

There is a bug in OBS on windows 11 that after I record anything with intel quick sync ( Yes this only happens with intel quick sync ) OBS just get stuck at stopping record. This does not happen with x264, lossless or any other encoder. And of course just yesterday before upgrading to W11 I recorded using Intel QSV showing how was the process of upgrading. However just as I got to windows 11 to continue recording the tutorial it simple stop working. I checked the drivers and is the exact same driver W10 was using. So is definitely a W11 only problem
 
I found a workaround. Which is to not use mp4. It only happens if using mp4 with quick sync. I tried .mkv and it works. However I used to record with .mp4 just fine at W10.
